Israel says home sealing and demolitions are an effective tool to deter attacks. Critics say the tactic amounts to collective punishment. The move comes amid a five month-long wave of Israeli-Palestinian violence that has killed 28 Israelis and 172 Palestinians. Israel says the violence stems from incitement by Palestinians. The Palestinians say it's rooted in frustrations over Israel's nearly half a century-long occupation.
